ICC1 is tested with OE = VIH to simulate open outputs. 4. Maximum active power usage is the sum of ICC and IPP. 5. Minimum DC input voltage is –0.5V. During transitions, the inputs may undershoot to –2.0V for periods less than 10 ns. Maximum DC voltage on output pins is VCC + 0.5V which may overshoot to VCC + 2.0V for periods less than 10 ns.
